Duration: 20 months (depending on continued budget availability and need for the position as well as satisfactory or better performance evaluations)

Background
Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the recently established state-level Ministries and the Banadir Regional Administration (BRA) by developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
The SSIPWP project is funded by the African Development Fund (ADF) and the Transition Support Facility (TSF) of the African Development Bank (AfDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and the United Nations Office for Project Service (UNOPS).
The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works (Project Appraisal Report, 2016).
Purpose of the position
• The Engineer will Coordinates structural details and design features within the BRA projects and Conducts meetings with Geometric designers and detailers as required.
Scope of services
• The engineer will Standardizes Geometric details to permit reproduction rather than redrawing and seeks other methods of reducing plan cost. Duties and Responsibilities, include, but are not limited to:
• Prepare technical design, architectural & structural drawing works, Bills of Quantities (BOQ) & material specifications lists & identify basic &/or special BRA/project needs.
• Determines architectural features in cooperation with Design Engineer and Structures Aesthetics Section.
• Determines basic structural geometry and assists designers in structural type selection.
• Prepares and submits Type Selection memo.
• Schedules Type Selection meeting. k) Schedules strategy meetings for earthquake retrofit projects.
• Prepares and submits minutes of strategy meeting.
• Conducts site reviews as necessary.
• undertaking land/topographic/hydrographic/measured building surveys, using a variety of specialist equipment and technology, such as robotics and 3D scanners
• Analysing data using plans, maps, charts and software such as AutoCAD and GIS (geographic information systems) programs
• preparing survey drawings
• presenting data to clients and writing reports
• advising about technical matters and whether construction plans are viable
• Supervise and monitor the implementation of engineering work to be at high level.
• Prepare the contractor’s payment reports
• Ensure the preparation of the As-built drawing is done according to the real situation
• Manage and maintain the cost estimation spreadsheet for physical works contracts.
• Conduct site surveys, field investigations and feasibility studies for proposed projects.
• Produce calculations, specifications, drawings and contract documents to ensure that technical designs will provide appropriate solutions.
• Undertake contract management and site supervision for road construction.
• Plan, programme, co-ordinate and write reports for specific projects.
• Prepare cost estimates for BRA projects design and construction
• Prepare the final handover reports.
• Perform such other duties as may be assigned by Supervisor.
Required Skills and Qualifications:
• Degree in geomatics or geospatial sciences or a related subject such as, geophysics, geology, geography, geotechnology or earth sciences.
• Civil engineering, planning, surveying or construction degrees can also be accepted
• Minimum of 4 years of demonstrable relevant engineering experience.
• Follows all relevant procedures, processes & policies.
• Meets deadline, cost & quality requirements for outputs.
• Numeracy and the ability to make mathematical calculations
• The ability to understand and interpret data
• Lateral and logical thinking
• Cutting-edge IT skills and confidence with new technology
• Problem solving and analysis
• Fluent in Somali & English.
