BACKGROUND
SSWC through the funding of Finish Church Association is implementing a STRONG Project which is aimed at promoting reconciliation and inclusive local governance in Jubbaland, Galmudug states and the Benadir region. A key aspect of project is supporting the formation of district councils that accurately reflect the diverse demographics of the Federal Member States.
However, ensuring successful and sustainable district council formation requires a well-informed citizenry. Citizens need a strong understanding of civic education principles, civic dialogue processes, and inclusive governance practices. Additionally, promoting women’s participation in local politics is crucial for achieving true inclusivity within the district councils.
The activity has two outcomes-
Outcome 1: assessing the needs for the messaging around women political rights, participation and leadership in peacebuilding and local governance.
Outcome 2: development of the messages that promote women political rights, participation and leadership in peacebuilding and local governance based on the need’s assessment.
PURPOSE OF THE ASSIGNMENT
1. Researching and Identifying the barriers and challenges that women face in participating in political processes and peacebuilding efforts.
2. Identify and engage key stakeholders, including women’s groups, local leaders, and policymakers that will help in the research women rights and participation in peace building and local governance.
3. Assess and determine the specific needs and challenges faced by women in remote areas regarding political participation and leadership.
4. Develop clear, impactful messages in accessible formats to promote women’s political rights and inclusion in leadership in peacebuilding.
SCOPE OF WORK/OBJECTIVES
1. Researching and identifying barriers and challenges, the objective of this sub activity is to understand the obstacles women face in political participation and peacebuilding.
Ø Conduct literature reviews and analyze existing data.
Ø Design and distribute surveys and conduct interviews with women in remote areas.
Ø Compile a comprehensive report detailing the identified barriers and challenges.
2. Identifying and Engaging Key Stakeholders.
Ø Map out and list all stakeholders including women groups, local leaders, and policy makers that can actively take part in the assessment.
Ø Organize and facilitate the stakeholder meetings and consultation.
Ø Document stakeholder inputs and integrate them into the report.
3. Assessing and determining specific needs and challenges, determine the unique needs of women in remote areas regarding their political participation and leadership.
Ø Conduct focus groups and community discussions.
Ø Analyze qualitative and quantitative data to identify specific needs.
Ø Develop a needs assessment report with actionable recommendations.
4. Developing clear, impactful messages: Create effective communication strategies to promote women’s political rights and leadership.
Ø Craft key messages tailored to the target audience in accessible formats. the messages should be developed considering the Somali language and dialect of the target audience.
Ø Develop communication materials such as brochures, social media content, and public service announcements. The messages should be developed considering inclusive delivery and inclusive delivery. The messages should be able to reach all the stakeholders regardless of their disability and dialect.
Ø Test and refine messages based on feedback from the target audience.
5. Other technical assistance and tasks that might be required by SSWC to be discussed if needed.
REPORTING
To whom will the consultant report?
The consultant will closely work with SSWC communication manager and the project officer.
What type of reporting will be expected from the consultant and in what format/style will the submissions of reports/outputs be done?
Progress report and final report in the format of word and power point presentation.
How will consultant consult and deliver work and when will reporting be done:
Through emails, phone, virtual teams and in person.
EXPECTED DELIVERABLES
In alignment with the scope of work as described above, the consultant will be expected to perform the following activities and deliverables as per the schedule and estimated dates below:

However, as the actual starting date may impact the dates estimated in the ToR, a detailed work plan with exact timeframes and actual delivery dates will be jointly agreed upon between the consultant and the SSWC upon contract signature.
PERFORMANCE INIDICATORS FOR EVALUATION OF RESULTS
The performance of work will be evaluated based on the following indicators:
· Completion of tasks specified in TOR
· Compliance with the established deadlines for submission of deliverables
· Quality of work
· Demonstration of high standards in cooperation and communication with SSWC.
PAYMENT SCHEDULE
All payments, without exception, will be made based on the satisfactory and quality completion of deliverables and upon receipt of the respective and approved invoice.
DESIRED COMPETENCIES, TECHNICAL BACKGROUND AND EXPERIENCE
Education:
● Advanced university degree in public administration, international relationship, gender studies, political science, peace and conflict studies, sociology, law.
Work experience:
· Minimum of 5-7 years of relevant professional experience in gender equality, women’s rights, political participation, or peacebuilding.
· Previous experience working in remote or conflict-affected areas is highly desirable.
· Experience with not-for-profit organizations/ International Non-Governmental Organizations (NGO), is highly desirable.
· Sensitivity to cultural differences and the ability to work effectively in diverse environments.
· Experience of working in the UN or other international development organizations is most preferable.
· Experience working in the Somalia context is an added advantage.
Technical skills, knowledge and competencies:
● In-depth understanding of gender equality and women’s rights.
● Knowledge of political processes and governance structures.
● Familiarity with peacebuilding and conflict resolution theories and practices.
● Strong communication skills with ability to clearly and concisely express ideas and concepts convincingly in written and oral form.
● Outstanding interpersonal skills and ability to interact with individuals at all levels.
● Ability to organize work, set priorities and meet deadlines.
● Ability to handle work quickly and accurately under time constraints, with minimum of supervision.
Languages:
● Excellent oral and written English and Somali skills are required.
