1. Background
The CDD project is designed to support communities in identifying their own development priorities and implementing locally-led solutions. Through participatory processes, the project enables communities to manage resources and improve essential services
The project is implemented in close collaboration with local authorities, traditional leaders, and community-based organizations (CBOs), ensuring that interventions are aligned with local needs and priorities. The project’s participatory approach also helps to build trust and social cohesion within and between communities, contributing to peacebuilding efforts in the region.
Given the complex socio-political environment in Adado, a comprehensive Political, Economic, and Social Assessment (PESA) is critical to inform the project’s design and implementation. The assessment will provide insights into the local power dynamics, economic conditions, and social structures that influence community development. It will also identify potential risks and opportunities for the successful implementation of the CDD approach. The PESA will provide critical insights into the socio-political environment, economic conditions, and social structures influencing development outcomes in Adado. It is in light of this that Save Somali Women and Children (SSWC) is seeking to contract a qualified consultancy firm to conduct the PESA. The consultancy firm will be required to undertake the task listed in the scope of work in TOR. The firm must have extensive experience in conducting similar assessments in fragile and conflict-affected settings and a deep understanding of the local context in Somalia.
2. Objective of the Consultancy
The primary objective of this consultancy is to conduct a comprehensive Political, Economic, and Social Assessment in Adado, Galgadud, Somalia, for Save Somali Women and Children (SSWC). The assessment will:
v Identify key political, economic, and social factors affecting the community.
v Analyze the impact of these factors on the implementation of development projects.
v Provide actionable recommendations to enhance the effectiveness of the CDD project.
3. Scope of Work
The consultant company will be responsible for the following tasks for Save Somali Women and Children (SSWC):
a. Development and Finalization of the Inception Report
– Outline the approach, methodology, and work plan for the assessment.
b. Development of Data Collection Tools
– Create and validate tools for data collection, ensuring they capture relevant information on political, economic, and social aspects.
c. Desk Review
– Conduct a thorough review of existing literature and data related to the socio-political and economic landscape of Adado.
d. . Data Collection, Cleaning, and Analysis
– Collect primary data through interviews, surveys, focus groups, and other relevant methods.
– Clean and analyze the data to draw meaningful insights.
e. Draft Reporting
– Prepare a draft report detailing the findings, analysis, and initial recommendations.
f. Dissemination Workshop
– Present the findings to key stakeholders in a workshop for feedback and validation.
g. Final Reporting
– Incorporate feedback from the workshop and submit a final report with actionable recommendations.
4. Deliverables
The consultant company is expected to deliver the following for Save Somali Women and Children (SSWC):
1. Inception Report.
2. Data Collection Tools.
3. Desk Review Summary.
4. Cleaned Data Sets.
5. Draft Report.
6. Workshop Presentation
7. Final Report.
· Attach the means of verification (data source) used during the activity execution example: participant list, payment list, high quality geo-tagged photos and videos (where possible) etc.
5. Timeline
The consultancy should be completed within three weeks of contract signing with Save Somali Women and Children (SSWC). The deliverables are expected as follows:

The consultancy firm should have:
– Proven experience in conducting Political, Economic, and Social Assessments in Somalia or similar contexts.
– Strong analytical and reporting skills.
– Ability to deliver high-quality work under tight deadlines.

1. A brief methodology and work plan.
2. CVs of the lead consultants.
3. A financial proposal.
4. Attach Supporting documents of similar work done before.
