A. PROJECT NAME
KAAFIA PLUS.
B. PROJECT DESCRIPTION/CONTEXT AND BACKGROUND
KAAFIA PLUS, is an integrated project that provides basic life-saving services to crisis-affected Somalis in Mogadishu, Afgooye Corridor, Baidoa, Xudur, Cadaado, Luuq, Dollow, Garbaharey and Burdhubo. This package includes access to primary healthcare through static and mobile facilities; a complete Integrated Management of Acute Malnutrition (IMAM) program; prevention of gender-based violence (GBV) and comprehensive services for survivors, including children who are victims of GBV; health and nutrition of children; integrated hygiene, health and nutrition sensitization; critical water and sanitation (WASH) infrastructure, and distribution of hygiene supplies coupled with hygiene messaging. The project is funded by USAID’s BHA through CRS that oversees and coordinates three implementing partners: Save Somalia Women and Children (SSWC), SOS Children’s Villages Somalia (SOS) and Trocaire Somalia. The one-year project has begun in October 2023 and is scheduled to end in September 2024.
The project component “Protection – The risk of GBV among vulnerable groups (including children) is reduced and survivors of GBV access comprehensive responsive services” is implemented by Save Somali Women and Children, SSWC, in Mogadishu, Afgooye, Cadaado and Baidoa is part of the integrated intervention. SSWC provides comprehensive protection services to vulnerable IDPs and host communities in the target locations. The program is designed to support victims of GBV with psychosocial counselling, medical and legal aid services while actively undertaking GBV prevention and risk mitigation initiatives. To facilitate the provision of these services, SSWC has established Wellness Centers and Safe Houses in all the project locations. SSWC has a pool of professionals consisting of GBV Coordinators, Safe House Managers, Psychosocial Counsellors, Social workers and GBV Caseworkers that support the same.
The staff experience trauma owing to their active engagement in supporting GBV survivors. After a prolonged exposure to the trauma, the wellbeing and productivity of the staff is affected. SSWC provides for psychoanalysis of counsellors after being engaged in counselling for a significant period. This is intended to evaluate and establish their psychological wellbeing and develop tailored interventions aimed at supporting employees to overcome work-related trauma. It is in light of this that SSWC seeks to contract a qualified Psychosocial Counsellor to provide services on psychosocial evaluation, analyses, and counseling. The psychosocial counsellors must have strong expertise and experience in clinical psychology as well as planning, designing and executing such tasks in crises affected areas.
C. SCOPE OF WORK
The duties of the Psychosocial Counsellors will include, but are not limited to:
· Conduct individual psychosocial assessments of all staff directly involved in GBV Case Management to determine their psychosocial status.
· Devise, design and plan tailor-made corrective psychosocial counselling sessions for individuals and/or groups of persons with similar psychosocial needs.
· Provide the psychosocial counselling to individual and/or groups while employing effective and evidence-based contemporary and practical approaches.
· Work with and closely coordinate activities with the Program Manager and Protection Coordinator to execute the signed tasks.
D. EXPECTED OUTCOMES AND DELIVERABLES
· Inception report detailing proposed approaches and specific work plans on achieving specific deliverables for the period of engagement (within 2 working days after the start of contract)
· A psychosocial assessment report after completion of the psychosocial assessment of the Counsellors. This should be ready by the end of the first week.
· Detailed action plan informed by the assessment outcomes demonstrating proposed interventions to address identified psychosocial needs of the different individuals and/or employees
· Prepare a comprehensive report on the entire exercise including recommendations on how to reduce trauma during GBV service delivery and share it with the Program Manager by the end of the 20 days.
E. INSTITUTIONAL ARRANGEMENT
The hired consultants will directly be under the close supervision of the KAAFIA Plus Program Manager. Reports and recommendations will be shared with the Program Manager in a timely manner copying the Head of Programs and Protection Coordinator.
F. DURATION OF THE WORK
The total number of working days is 20 days. It is expected that the consultants conclude all the work when the stated time lapses.
G. DUTY STATION
The activity targets employees stationed in Mogadishu, Cadado and Baidoa. The consultants will be expected to travel to all locations to execute the tasks. Each location’s affairs will be handled separately as far as implementation is concerned. However, reporting on deliverables can be combined.
H. QUALIFICATIONS
Eligible consultants should have the following qualifications and experience.
· A Postgraduate degree in Psychology, Counselling or related field.
· At least 8 years’ experience in the provision of psychological services and case management.
· Experience in the provision of psychological services in a humanitarian context.
· A team player with the ability to work independently with minimum supervision.
· Ability to maintain professionalism in service delivery and upholding ethics.
· Good report writing, communication, interpersonal and presentation skills.
· Working experience in Somalia.
· Ability to travel and work in the target locations.
· A female candidate is desired.
Evaluation Criteria: 60% Technical, 40% Financial combined weight
The technical evaluation to be conducted will measure the information in the CVs and support documents submitted against the requirements for eligibility. Marks will be awarded as follows.
· A Postgraduate degree in Psychology, Counselling or related field. (15%)
· At least 8 years’ experience in the provision of psychological services and case management. (20%)
· Experience in the provision of psychological services in a humanitarian context. (15%)
· A team player with the ability to work independently with minimum supervision. (10%)
· Ability to maintain professionalism in service delivery and upholding ethics. (10%)
· Good report writing, communication, interpersonal and presentation skills. (10%)
· Working experience in Somalia. (10%)
· Ability to travel and work in the target locations. (10%)
I. PAYMENT SCHEDULE
Payment of the consultant for the provision of deliverables outline in clause D above shall be according to the following schedule:
Acceptance of the inception report | 20% |

Acceptance of the final report | 40% |

J. SUBMISSION OF PROPOSAL
